Ontario HVAC Coalition supports settlement on revamped Enbridge Open Bill Program

After a summer of protracted discussions with Enbridge and other stakeholders, the Ontario HVAC Coalition has signed onto an agreement with the utility for a renewed Open Bill Agreement (OBA) that will permit HVAC contractors to have access for billing purposes to the Enbridge utility bill. Some last-minute concerns were expressed by the Coalition (and other interveners) when the utility tried to insert a provision giving it the right to make unilateral changes to the billing agreement in the future. In the end, a process was agreed upon where changes to the contract would require some consultation in advance and some minimum buy-in from affected billers. The new version of the program includes measures designed to ensure that companies using the bill for collections adhere to proper business protocols, especially around the practice of door-to-door sales.
